Construction & Residential Development - Executive Cyber Crisis Exercise

Beyond Blue designed and delivered a full-day executive cyber crisis exercise for a leading UK residential developer. Using a realistic ransomware scenario combined with operational and safety challenges, the exercise tested executive decision-making, crisis coordination, and business continuity arrangements. The engagement provided actionable recommendations to strengthen cyber resilience, improve response capabilities, and enhance executive preparedness for future incidents.

Context & Problem

Our client is a leading UK residential developer operating across multiple large-scale construction sites and corporate functions. With increasing reliance on digital systems to support operations, supply chain coordination, and customer delivery, cyber resilience is critical to maintaining business continuity and protecting stakeholder trust.

The client sought to assess the Executive Team’s ability to respond to and recover from a severe but plausible cyber incident, specifically a ransomware attack involving a ransom demand. Key objectives included validating the effectiveness of existing crisis management and business continuity arrangements, testing executive decision-making under pressure, and identifying gaps in response capability.

A further challenge was to reflect the complexity of real-world incidents, where cyber disruption can coincide with operational and safety issues at active sites. The client required a highly realistic, immersive exercise that would challenge leadership, test cross-functional coordination, and provide meaningful insights to strengthen resilience.

Beyond Blue’s Approach

  • Beyond Blue designed and delivered a highly tailored, full-day in-person crisis simulation aligned to the client’s operating environment and sector-specific risks.
  • We worked closely with senior stakeholders to develop a bespoke ransomware scenario grounded in real-world threats observed across the construction and residential development sector. The scenario incorporated a structured escalation, introducing technical, operational, regulatory, and reputational pressures to test decision-making at the Executive level.
  • The exercise was delivered as a six-hour, facilitator-led simulation, combining role play, real-time injects, and dynamic scenario evolution. Injects were delivered directly to participants through simulated email and phone communications, social media content, and role-player interactions, increasing realism and immersion. The scenario was further enhanced through the introduction of concurrent site-based operational and safety challenges, requiring participants to manage competing priorities under pressure.
  • To support participant readiness, Beyond Blue delivered targeted pre-exercise cyber crisis training to establish a consistent baseline of understanding across the Executive Team.
  • Following the exercise, a structured hot debrief was conducted to capture immediate observations and reflections. This was supported by a comprehensive post-exercise report, providing detailed insights and prioritised recommendations across crisis management, business continuity, and cyber response capabilities.

Client Value

The exercise provided the client with a realistic and challenging assessment of executive-level crisis readiness, enabling them to validate key elements of their existing crisis management and business continuity frameworks.

Through the immersive and high-pressure environment, the Executive Team strengthened their understanding of roles, responsibilities, and decision-making processes during a cyber crisis. The exercise also raised awareness of the evolving cyber threat landscape and reinforced the importance of coordinated, cross-functional response.

The engagement delivered clear, actionable insights to enhance crisis coordination, communication, and recovery strategies, supported by a prioritised set of recommendations. This has provided the client with a structured roadmap to further strengthen cyber resilience and executive preparedness for future incidents.
